Is annual raise a common practice in tech industry, or only when you get promoted? What’s the % raise should I expect in tech startups?

I like my current job, company and public accounting. I know I am being underpaid at $70k as a senior tax associate with 2-3 years of experience as I have talked with my local peers as well as local recruiters. Also, I know outside hires to my company get paid about $5-$10k higher than me, but they don’t get a raise the following year. My question is what is everyone’s experience with company hopping to get a pay bump within public accounting?

How to ask for a raise when you have more responsibility ?
Is it normal for people to ask for a raise when more responsibility/task fall under them? My company is going through separation and unfortunately my team is the one getting separated, I have to take on responsibility of another 3 people and continue to deliver the same after separation… how will you start this conversation with your manager ? hey, I joined Deloitte in June 2020 as an GPS SA analyst, I just staffed on internal project only providing me adjusted utilization. Now my standard util is 40 and my adjusted is 105... and this project last in another month... by then my standard util might be 20.. will my promotion be affected by this? Curious what’s a fair salary in MA?
