If the budget only allows for a PM, there's no way they'll bring you in at a Sr. PM role. Doing so can create internal inequity with titles and compensation that can become a bigger headache for them later. If you counter at the 11th hour for the senior PM title you're going to annoy them and make them think you've been wasting their time all along. If you only want a senior PM role, tell them you wish them luck and to keep you in mind if another role becomes available. If you're willing to take a PM title, keep the interview going.

also, i think it’s better to be straightforward now because you can be wasting their time if they truly cannot do SPM, and that can ruin future opportunities with them.

It’s rough out there IF you really like the place, your boss, etc. I’d give it a shot - nothing to lose. As mentioned above, don’t bait/switch. Be straight up that, as a condition, you want to be 1st in line to interview for SPM roles that open. If you can’t get salary, see if you can get an extra week of vacation or something. Good luck.
downgrading to PM
I think you are wasting everyone’s time if you requested to interview for the role after they told you they were downgrading it to PM, if you are not willing to accept the PM title. If you were a candidate that I was working with, and you requested to interview for PM after I told you we were downgrading it, and we offered you, and you tried to counter with an SPM title, that would surely be the last role I contacted you for.

You have to think 🤔 about future interviews as well. As far as if you took a PM role. Later on you’re frustrated. Will you regret it? Secondly, some companies are only title fits but not pay fits. I’ve witnessed both. That will be the next HM question. If the role offered you better WLB as a SPM in an agency they might expect longer hours etc. Or if you were laid off. It needs to not only make present sense but future as well. Unless you care nothing about promotions. Or have other means of income.
