What is your reason for the cold feet? A polished and thoughtful version of the truth is usually best. Be sure to let them know how much you appreciate all the effort they and the team put in.
If you’re just nervous about the change you might want to just go for it, as a growth experience. But if there are red flags about the new company/role you can politely let the recruiter know about it and unfortunately how it’s just not a good fit.
You can always boomerang back to the consulting firm if you leave on good terms. Remember: you looked elsewhere for a reason.
Feeling that your current role offers better growth opportunities is legitimate.
I'd advise you to think carefully about the situation before declining. Every job has its pros and cons. Sure, your current job has better growth opportunities, but maybe that comes with the cost of long hours and stress, things that might not be problems at the other job. Make a pro\con list for each job that is ranked or otherwise prioritized before fixating on a single criteria.
I second making pros and cons list. Make 2 - one for going to new job, and another for staying in current job

What’s the reason for second thoughts ? I hope it’s not fear of leaving your comfort zone. “Cold feet” is not great for any kind of career growth. Don’t get institutionalized
If you must , then decline it. You decided to stay with your current company as it better aligns with your career goals. I’m not sure what this has got to do with good or bad guy. Be clear , direct and communicate soon- it’s business, not a relationship
Are you absolutely sure about growth in consulting? From what I’ve seen it’s a sinking ship with most of my network there leaving and company not being able to get projects as much as it used to.
Meanwhile I’d also consider whether the industry one would actually provide you with new skills or credentials. Like if it’s AI or agentic commerce job I’d jump on it. If it’s Pepsi marketing maybe not.
