Gifting wine is always tough - and more so when it’s to a broad team with different levels of wine interest / knowledge. You want to give the best juice for your budget but you also want to make sure the gesture is appreciated without having to go in depth explaining a lesser known region / varietal to someone that isn’t really into wine, which usually means going with more widely known names / regions. For $130ish I would skip giving people a red/white choice (to make your life easier) and go with a base cab bottling from one of the old California names + a bottle of NV champagne. For the red caymus, stags leap, silver oak (Alexander valley), BV Rutherford, Ridge etc etc are all well known crowd pleasers. For the bubbles go yellow label veuve to keep it most simple, or change it up and go with Bollinger or Pol Roger for better quality

Rioja is a good call. If you can find a top quality Gran Reserva like La Rioja Alta or Lopez de Heredia (white or red) Vina Tondonia or Bosconia. Cvne Imperial or Viña Real is good
