Don’t leverage it internally - leverage externally if you are trying to get a better salary for the other offer you have. You will burn bridges if you try to leverage an external role for an internal move.
Now you can use the knowledge of the salary of the external role to show what the market rate is. If you are trying leverage the external then that will look like an ultimatum to your current company. And no one likes ultimatums.

You’ve asked for advice and that’s my take. Let both opps play out
Personally, I leveraged an external offer and stayed, and it was well worth it. Essentially presented the external offer and was ready to take it if the manager for the internal role couldn't match up. I did present it as "I really want to stay, please help me make it worth it".
The way I see it - you're looking for a change and both parties are "external" to your current team. They can't fault you for looking out for yourself.
