Try to record the Skype call and use a transcribing software to translate! If all else fails, ping them and say your audio is broken & would like them to give you a little summary :)
Another tip: guess what they said and ask them a question back to clarify! ;)
Is the person speaking in an English accent that is foreign to you (eg Australian, Scottish, English, Irish) or is it more a case of someone for whom English is not their first language speaking with a hard to understand English accent? I would recommend you just ask to clarify a few points at the end of a certain period of time to confirm your understanding. Generally, you need to develop a more general sense of the message being conveyed rather than seek a word for word understanding of the message being delivered when dealing with international discussions. The accent is one thing, but if English isn’t their main language you’ll have to keep an open mind and get past your frustration if you want to understand what they are saying
Just ask for a deck with the information, I’m sure they have screenshot in ppt with a guide somewhere.
That said, I love having calls with some European clients. God, that accent makes it so I can’t stand until the call is over.

I run into this all the time. I just say I'm having problems with the connection and ask them to repeat.

If you are the client in this situation then you should stop the call, inform the speaker that the designated project language is English, and ask them to reschedule with a fluent English speaker. If you are not the client then escalate to the appropriate management .
