If I had a traditional IRA before being employed in a 401k eligible role, can / must I roll that IRA into the 401k or can I leave the accounts separate without deleterious tax consequences?

I've been offered for Engineering expert position at Novartis India. I've received offer letter 2 weeks back and my DOJ is updated to Mid December. I told the HR that my current company's last working day is on mid January and resend the offer letter with mid Jan as my DOJ. But they told that they can send the revised offer letter 3 weeks before the joining date.
Is this normal process? Has anyone gone through similar experience?

I’ve noticed that even when I include a specific request or call to action, that my emails receive a response less than 50% of the time. Is this lack of responsiveness indicative of company culture or more about the culture of recruiting, since they receive so many emails? Thoughts? So I used to work for a company where my job was good, was a director of business solutions for a fashion brand. Only issue was that the CFO micromanaged and ended up leaving.
