Either ask them to cover that amount ADDTIONAL to a normal sign on or tell them to bump the start date to something after that so you can get your bonus

Why not make your last day after 3/15 so you can get paid 2 bonuses vs 1? That’s literally like 45 days away.

It’s definitely a reasonable thing to ask for.
My current company said no but made up for it with a salary bump and a partial retention bonus after a year.
If possible, see if you could ask for an increase to your base instead of a sign on bonus. This is important if your 401(k) match is a percentage of your base without a limit set by the company, only IRS. It’s also important if you’re new employer does percentage of your face for bonuses and raises.
Definitely just ask in the most professional way possible. I’d guess the new place will at least do SOMETHING for you if they can’t do the full 20.
Ask for a sign on bonus and also ask for them to wait 2 months so you can get your 20k bonus
When I was going through same process I told the new employer that I have this retention bonus being paid at X date. They came back and tried to meet me half way.
Be ready to negotiate and push back. If they don’t meet then ask them to push the start date to end of March. This way you will get a decent bonus at new company and old bonus from old company as well. It all depends on how you play your cards.
