I have been a data analyst for three years. I’ve got advanced Excel skills and R Programming skills, intermediate SQL skills and recently completed Datacamp’s intermediate Python course. My goal is to become a Data Scientist. Am I ready/experienced enough to go for the Data Science role or should I be looking at Junior Data Scientist/Senior Data Analyst roles? I don’t work for your company, but legally to change insurance coverage outside of open enrollment you need a “qualifying life event”. Getting married is a qualified life event and is in effect from the day your marriage certificate is signed. Individual company benefits may have different mandates.

Generally, once you have a "qualifying event" - marriage, divorce, death, birth, etc. - you can make changes to your benefits. However, every company is different and it is possible the company does require a waiting period.
Don't rely on your friend. Call your HR/Benefits department and get an answer directly from them.
It's not fishy at all. The organization can enforce any administrative criteria/ requirement for benefits as long as it doesn't violate basic benefits under the law. What you stated should also be specified in the employee handbook.
If it is not, you may have a case for potential denial/ delay of benefits without just cause. If you cannot find any reference to this matter in the EHB or internal website, I would be more worried.
