In which company you are working. Normally the earned leaves of any company are in the range of 20-25. For long leaves of 2 weeks, there may be slight issues but normally if someone plans the deliverables, the company allows it.
It's o9 solution. 13 annual, 6 sick leave, 6 casual. This is the actual leave policy. N max 1 week holiday allowed.
Please mention the company name

I worked for FIS, currently at Oracle. Never before my manager has asked why for any leave and have mentioned that I can’t take these many leaves if I have informed him early.

Where are you working now? Looks like company has bad culture that’s your issue.
Which company?

Not in my case, I just sent email, I am not available x to z days that done

Depends on company, project and person.
Often people do it (restrict leaves) to manage revenue pressures from the top.

I have worked in Big 4 and MBB and in big 4 the manager did once say why 5 days but nobody could stop me from taking my rightful leaves. Also since the leaves lapse everyone takes them towards the end of the year.
Similar scenario was in Capgemini where I was asked why 5 days and it will be difficult even though I had to visit my home after a few months. But my leaves were approved.

True, where are you planning to go
When I was infosys we had only 20 annual leaves and no sick leaves...In EY we get 18 annual leaves +12 personal leaves +5 special leaves and 2 optional holidays which is pretty good...

Yeah, I guess. Although tech and location was not great for me, the team and culture was really good.
I did try for another team recently, which had slightly better tech stack, but unfortunately it did not work out, perhaps because my expected CTC was higher.
