This is a broad fundamental trend observed probably globally that people have been talking about for the last two decades.
If we want women in tech, you have to change the culture, both in the job and before college. You can't expect them to want to take on a technical role out of nowhere. I like tech and coding as a hobby and wouldnt volunteer myself for AWS work.
I like tech and would volunteer myself. 99% of tech is learned on the job.
That said we do have some weird cultural norms around women in tech. When it wasn't seen as glamorous women did tech work. Now men have crowded them out.
Well I’ve also noticed that those who champion and label themselves as “women in tech” never really want to do the technical work either

Wanted to learn and gain deeper understanding of coding for AWS yaml 8/10 didn’t want to do that assignment stating it’s not a fit. Is it been the case for your firms project more women usually go into functional vs technical roles? What’s ur experience?
It would help to better understand your quals. I would staff you as a dev if you were qualified.
If you are looking to learn on the job, it’s a different story. Not every project can afford this.
If you have been trained but have not had a chance to apply your learning on a project then consider donating your time to shadow another developer doing this work.
If you are a woman, ask for the technical work.
You have to push, ask, and position yourself as technical.
In my minimal experience, we have the resources to provide tech training for anyone in IBM that wants it and then the structure to use those skills on a project. The best bet would be to find people that want to grow in that and offer opportunities. You cant expect people to want to do that out of nowhere. It's like asking you if you want to take on a role that requires you to learn Russian (or other out of left field skill)
