I would have to say Singapore and Hong Kong are great countries for purchasing goods and services from vendors, as they generally have good laws in place regarding consumer protection and competitive costs. I have had a few experiences buying from online vendors in Singapore and Hong Kong, and have found these vendors to be reliable and cost effective. The governments of these countries also have regulations in place which ensure buyers' rights are protected, making it a safe and secure place to do business.
It also depends on what industry you are trying to purchase goods for, although I would echo what has previously been said by other commenters.
Depends on the type of product and service you are looking for. But I would say: China, Hong Kong, India, Vietnam, Mexico, and Thailand.
Echo what has been said but I'd also add: Germany, the Netherlands, Switzerland, and South Korea!
