Most of their projects are services instead of consulting and involve a lot of offshore implementation work. I had a friend hired for a project at $X. As the project wrapped up, they couldn’t sustain $X and told him either take a pay cut or leave.

You’re correct with levels
I used to work there. Never heard about KPMG’s story, but it wouldn’t surprise me.
Pretty much every project is either staff aug or being the go-between for your Indian team and the client. You’re not going to be challenged, you’re not going to learn a lot, and you won’t generally have interesting work. If you’re OK with that and want a place where you can truly coast, Infy is fine.
That said, it’s a very hard place to succeed as a non-Indian.
Consulting is consulting. Everything at Infy is tech-related.
I’d be wary coming in at either level. You’re going to constantly be kneecapped by the sales team, making your metrics really hard to hit. Sales sells all of Infy, not just consulting, which means they’re constantly trying to remove expensive consulting resources from projects which kills your metrics since only consulting matters for consulting. I truly have only seen Indians be successful in regularly pushing back to get the consulting team they need at the “expense” of offshore.
If you go, while AP is higher, your leash will be short and you have to eat what you kill. At least as a SP you have an on-ramp to build a network first.
My 2¢, don’t go. Hold out for a better opportunity.
