Do you know this partner? Are you very senior? If not, they’ll probably find it inappropriate. If you do know someone, absolutely reach out and say something like “hey I was excited to see you had an opening, I just applied, was impressed with your team from being across from you on x transaction, would love to pick your brain about the practice/firm if you have some time over the next few days” etc
I just say that because senior level lateraling (like partner/counsel) doesn’t really go through the regular hiring process, it’s usually not a position firms post, but firms might want to opportunistically hire a senior candidate even if they didn’t specifically have a need before, since they bring enough skill to manage clients, matters and teams etc. and especially if they can bring business.
I still don’t know that I’d cold email someone I didn’t know a little, but definitely if you’re a junior/midlevel associate the recruiters are in a reasonable position to know what the firm is looking for so probably doesn’t make sense (and likely to irritate both the partner and recruiter) to try and go around them.
If they haven't reached out yet, don't. You can reach out to the firm's internal recruiter if they have one, or reach out to HR if they don't have a recruiter.
I don't think it's a good idea to reach out after submitting a job application, but it may make sense to reach out BEFORE submitting a job application for an informational interview. I'd target people at your approximate seniority level though, not partners (but who knows, they might love you enough that they'll enthusiastically refer you to a partner).
