I think it means the same everywhere. People trying to get involved in other things that aren’t part of their job.
Sometimes it does overcomplicate things with some scope overlap with two people doing the same thing or worse, not knowing “whos on first” and having something fall through the cracks
It means stick with the responsibilities within your functional area. Don’t try to tell someone how to do their job or overstep (ie. account manager telling engineering how they should design a part).
In the schools and hospitals it means stay in your discipline.
It means to stay in your pay grade! A lot of times people have a tendency to overreach and let their position get to their head and power trip. They do the absolute most.
Staying in your pay grade is a great way to stall one's career. Think about it.
Don't get involved with things that aren't related to your job.

Sounds like he are trying to do more/ other things outside his role and it’s stepping on some people’s toes. They might feel threatened by him or he might be micromanaging? Depends
Head of operations needs to mind their business. But isn’t that their role?
Someone is feeling threatened or the director needs to follow some sort of communication protocol.
When operations tells finance what internal controls should look like… no. Not their role.
TO mind your own business, really. Regardless of what your profession is.
