What is hcl joining procedure ..bgv is completed..will I get any call or mail for next step before joining date?

It's been 3 week with CTS (cognizant). After HR discussion HR said wait for offer letter but no offer letter yet.

Expected CTC 27Lpa
Current 20LPA
Did i ask too much?? Will congnizant not approve my Expected CTC? HR is not picking up what to do?
