What is the Microsoft PERM filling policy? Is it initiated on day one of joining or is there a waiting period before you’re eligible?

1. Do you include the duration of your projects that you're including in your application? I have several years of experience but am highlighting only the most relevant ones. But they are projects from a year or two ago.
2. Does anybody have advice in quantifying impact in the projects they've worked on for both resumes and interviews? I can put together high-level numbers (estimated X% in cost reduction, etc.) but none of these are obviously proven out.
