What processes/tactics would you implement to improve the design culture at work?

I'm trying to improve the design of products at my work, beyond just my own work. I've identified three solutions:

* Templates for common product types
* Best practices manual
* Design reviews

What would you add? Tried searching online and couldn't find much that was relevant, or too amorphous/generic. I don't control hiring and can't command people to 'be collaborative!'

I'm an accounts receivable expert with 8+ yrs of experience. I started with 96k per annum in 2014, and have worked with 4 different MNCs since then. Currently I'm getting approx 9Lpa, and it feels like I'm pretty much stuck here. Switching jobs increases the pay scale, while staying for a while reflects stability.

When I look at the other member's comments here, it seems majority of folks are earning 20-30Lpa or even more.

Any suggestions from mature audience to achieve a big pay raise.
