What would you consider a good starting pay for a manager in healthcare. For context, in a big city, working at a large academic medical center, over 30,000 employees. Just a regular manager position not director or executive level. And a person with healthcare experience but no manager experience, that has a masters degree.

Just found out 6 days later I will not be receiving an offer, and it is policy to not provide feedback of gaps or reasons behind no offer. Also found out they ask you not to reapply for 1 to 2 years for same role. Would anyone recommend an alternate path for feedback on interview (outside of recruiter) and is the 1-2 year policy true?
