Why is HCL delaying the offer letter?

I interviewed at Google and cleared all onsite interviews back in July. Then came the hiring freeze and my role was de-prioritized. Now I'm being called for another position which I applied through the same recruiter before for the same group but different role. Currently I work for a small company that does the construction of small cell utility poles and roof top sites for the major cell carriers like VZW, T-mobile, AT&T and so on. I am a project coordinator but I do everything under the sun. Created project tracker. Submitti bids, sourcing material, negotiating price on materials, handling post construction inspections, scheduling sub contractors, notifying stakeholders, coordinating with construction managers - property owners - building management.

With my wife for 14 years, 2 kids under 8y - both under a lot of pressure bc Covid/work/private life/… and have been (unconsciously) running away from our couple not working “since a long time” (dixit my wife). Permanent WFH is mentioned, however in the offer letter there is nothing mentioned for
it, and HR said a specific document will not be provided for Permanent WFH. Any
