I think this happens for a few reasons. The biggest of which is small time business owners just don’t know what actual reasonable requirements of employees are. Another common one is is that they need someone who has skills of a role that requires a college degree however they can’t afford to pay a full-time person or provide benefits again doing to be a small time business I would assume in these cases sometimes it can be beneficial if you don’t feel like it’s worth your time for a part-time job to offer your services as a freelancer, in which case you can generally charge more. I’ve done that before where I didn’t really think the place was a good fit for me to be an employee, but I left the interview offering my freelance services.
i will also note that it is a decently entry level job but it isnt for someone who doesnt have any work experience under their belt.

Hard to answer this without knowing what the job is.
Because they can. Mass layoffs have resulted in a lot of great candidates being desperate for work. Companies can make absurd requests and usually find a candidate who matches that and is willing to take their abysmal pay.
