With the quick apply features and people not taking the time to look through, it is a real possibility that they aren’t getting many qualified people out of the hundreds. There can be a lot of delays, too, so they might have someone picked out but not official yet. Then there is the real possibility it’s just passive recruiting.
They might be looking for a unicorn, or they might just be seeing what is available in the market for informational purposes, or the majority of applications are just not qualified candidates to begin with. Could be all kinds of reasons.
Sometimes it might be a marketing thing! Or the system just automatically update and repost the role every few weeks
