Because 90% of those kinds of queries don't actually need a lawyer to answer them. It's like tech support where the initial layers are to triage all the people who think their situation is more unique than it is. A paralegal or clerk can most of the time figure out your answer particularly using the firm or a public legal database. If it's truly more difficult than that THEN they'll route you to the $400/HR billable person. You should be glad they don't waste your time and money having the lawyer do the data pull.
A lawyer’s time is expensive. In cases where things are done on contingency (and if you want someone to “listen to your story” I’m guessing it’s one of those), going through layers is part and parcel of the process. The people earlier on in the process do know what they’re doing, assuming you’ve chosen a half decent firm.
Otherwise, you can pay someone for their time if it’s that important to you. But it won’t be cheap.
The best lawyer I ever worked with refused to talk with me on the phone about my scenario unless we scheduled a call. The call was $450.
