Please evaluate this initial offer for Apple ICT3. I think I was low balled, but I want to take more opinions. Currently Sr. MTS at VMware, received Apple ICT3. I was expecting to get to ICT4 but seems like team thinks upper end of ICT3 is more apt. Also, I think it is because I don’t have any counter offers yet.

Newer, cheaper talent if judging historically. Which agencies are you referring to?
Something you learn with experience: 99% of the time, a furlough is a lay off. And no, agencies won’t bring people back because if they can’t hit their revenue numbers, they’ll continue to implement cost cutting measures. IMO, Nov through January will show which agencies survive the year. Right now you have some that are holding on for dear life and historically those three months are tough on agencies so my gut says the extensive ramifications of the economy will put the final nail in a few agency coffins.
My company (in-house) let go a bunch of people it considered “dead wood”. For us, that translated to senior artists that were generally good workers, but whose skills didn’t keep up with the time. The company was looking for an excuse to fire them to hire cheap, young labor with a more diverse skill set, and the virus gave them that opportunity.
“Oddly” none of the incompetent managers got let go or put on furlough, but companies try to hang on to them the hardest.
Wouldn’t it be unwise to bring back people you once cut? How can the employee ever feel good at that agency?
Don't hold your breath. Your new collegues will be yoinger, cheaper, inexperienced, and slower. But at the end of the quarter profits will be brighter.

When my agency laid off creatives, someone asked if they could be rehired later. And the answer was a resounding "no".
Of course they won’t.
They wont. Agencies are not going to become rich overnight. They still have to pay the bloated salaries and bonuses of the C-Suite.

What about their promises made to furloughed staff? That they would bring them back first? How can you be held accountable to that promise?
Promises mean nothing. Contracts are everything. NEVER EVER EVER EVER EVER EVER take a promise from any employer as a contractual agreement. Ever.
