I graduated law school in 2016, did a state clerkship, and immediately after I started working as a hearing officer. I’m looking to move to federal work and started applying. Is it unreasonable to think a GS-13 is a possible starting salary?

Anyway that I can transfer to a north American office (my current location) before I join? SO can't move to Dubai and while applying they didn't interview me for my current location just for the Dubai one.

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Essentially all I did was note whether certain agreements have change of control provisions, and if so, what the specific language is. I understand what the CoC do, but why am I doing this? I currently work as an APM at a FAANG company but recently received an offer to join an MBB. I’m very excited about the role but didn’t realize I’d need to take a pay cut when I applied (~100k base + ~20k bonus + ~60k equity vs. 90k base + 10-20k bonus). Considering that I currently work 40-60 hours/week, I’ll be making significantly less per hour at the MBB.
