Unfortunately, the industry is getting worse and this seems to be the norm. I’ve come to the conclusion that you can do one of two things. Stick it out and remember that even the worst days in advertising are still better than the best days in many jobs. Though, I hear you on the hours but liking the people you work with is a huge bonus. Or, job hop every two years, trying to find the perfect agency that does not exist. If you choose the latter, be sure to try and increase your pay and reputation and work output as you hop without burning bridges.

This is the norm for plenty of agencies. They're built on wage theft you see. Over promise client, grind you out for cheap hours and replace as needed, and bam - profit.
Go in-house, go Indy, go anywhere else. As long as competent staff are sticking around and trying their best, this model will work for them.

Smaller independent agencies are a little better, but agree with comments above; the industry is tough and only getting tougher, and the outliers are few and far between.
It’s pretty typical unfortunately.
