Broker-Dealer FINRA Requirements. Are there any regulatory (i.e., FINRA) reasons as to why Robinhood would not be able to sell unregistered securities?

I've seen platforms that provide liquidity / help facilitate sale of private company shares such as OpenAI, Anthropic, SpaceX and etc. Unless there's a regulatory reason, I can't see how these platforms can establish a moat when large players can incorporate / work w/ third party brokers that can help facilitate these sales.
