I joined EY GDS 10 months back at 40% hike (leaving PwC) and now Deloitte (DIJV) is offering me 2 level up designation at Manager level with another 40% hike. I want to try for counter offer. Any ideas on how should I approach for counter.

I'm serving notice period and around 50 days are remaining I'm having 2 offers where I got initially while resignation
Now I got selected for 3 companies but no one is releasing offer letter and stating silly reasons like DB migration issues,on long leave and after bgv will release offer 🙄
So I came to know these HRs will prolong releasing offer untill my LWD 😐
