Definitely a technical role since you will be functioning as a technical architect/lead. I have not met a single functional specialist person at Deloitte
A specialist leader is a senior manager equivalent and it's not purely technical but considering it's Salesforce Specialist Leader it will be related to all things Salesforce whether thats implementation, support, managing a tech team etc. It's usually all encompassing. I know that's not much help but mainly wanted to clarify its a senior manager equivalent for specialized knowledge such as analytics, saleforce etc. Happy to help refer too if needed
Specialist track is more towards technical and traditional track is more on functional and people Management. People are going to expect you to be SME for Salesforce and manage multiple teams/projects if you join as Salesforce specialists leader however Senior Manager has sales goals and manage multiple teams.
