I'm a polyglot, and I find Duolingo is good for practicing vocabulary but in terms of acquiring the grammar, syntax, and spoken nuance of a language, it's just not effective.
Not Chinese.
No, nor can Rosetta Stone for you unless you are using the features to communicate with native speakers; most language learning is patching together multiple offerings - DuoLingo is great for vocab, but then you need to actually practice writing paragraphs to improve writing, go have conversations every week with a native speaker, etc to get to a professional level.
I haven’t looked at DuoLingo and maybe they added more features to connect you with native speakers
