Get a different food truck to show up each weekend
Bars around Lake Tahoe have food trucks.
Trivia nights? Market through Facebook/local resources depending on what city to let people know what’s happening - 4/5 person teams, no entry fee (people will buy food and drinks if you schedule it around dinner time), prize could be a voucher for money off on their next visit and a picture on the wall - people love having their name/picture on the wall and will come back/bring their friends.
Based on the description is sounds like a more laid back, casual atmosphere, maybe some live music from aspiring bands in the area? (Warning for live music, my advice to be to keep it quieter rather than louder, I love live music but can’t stand when I can’t talk to the people I came with).
Also maybe some theme nights, would definitely check out a bar if they were doing a jazz night, etc., but it would definitely depend on the demographic of the area

We get some tourists, but not much as its not downtown
Comedy Club night? Karaoke night?
Is it in an area where they could do delivery? Of either alcohol or food via seamless/grub hub/Uber eats/etc? +1 to running Facebook ads too.
Make a deal with high demand craft breweries for tap takeovers, Sunday football and March madness, stream local high School sports games on TV's and get in with supporting those teams and get their parties etc booked. Expand an outdoor area for more capacity if you can do it like sidewalk, patio, beer garden. Food trucks as mentioned above
Do you serve food? Agree w the food truck, but perhaps try a tapas for another revenue stream. Love the happy hour and trivia nights, but know the neighborhood
Partner with local breweries and chefs/ food trucks to showcase their products, utilizing their social media presence to pull in new segment of customers. Also, think about having happy hour during late nights/ slow times and utilize social media to spread the promotions. Also, look at some pricing strategies and see if you can increase 10-15 percent on higher margin cocktails. Another thing could be vendor related where invoicing specific discounts could be provided if paid in a tier based timeframe. One last thing , see if you can have a sports event specific meet ups at the bar.. NFL/NCAA/NBA et al...Good luck !
Karaoke Thursdays, people think they sound great drunk, have a band or singer wednesdays (new artist are always looking for venue to display craft without pay), comedy Tuesdays, new comedian show case their talent, Monday ladies night ( u must have a buff friend). And to top it all off ladies night , and mens night another. Someone mentioned earlier food truck, implement that and do the drinks, can be outdoor and indoor thing. .. will send u the bill after u implement these steps and 3 month later money flowing in.

Do majority sit or stand? You might be able to move tables to make space for other stuff. I do agree you need to know what people want and why they come. So start by talking to people/current customers as well as visit other neighborhood bars as well. Ask directed open ended questions to understand what they want, why they come and what they wish they could have or have more of.. etc.. goodluck and nice of you go help out the fam!
Board games, ping pong, dart games can make it fun! It will also keep people longer that’d cover non-peak hours! Cross-sell (have combo deals - game + drinks!) Decide on games that locals/target demographic is interested in!!
Decor is bleh and outside is bleh. Not sure if there’s many tiki bars in Slovenia, but I would look into that.

Consider the possible alternative uses for the space. The physical constraints may not suit a bar. Perhaps would be a better fit as something else.
From what I saw on google, it might be suffering from an identity crisis. Is it a bar or coffee shop? What’s the food situation like? Google said the average visit is 30-60 minutes. That’s only time for 1-2 drinks. You need to figure out how to get people that do come in to stay longer. I don’t know what the music tastes there are but maybe move the tables out one night and have a DJ come in for a dancing night.
I think the key is to get a nice base of repeat customers. For me the food options keep me coming back to the same place over and over, and the drink options make me stay there longer than originally planned

What kind of beers do you serve? Is it a local brew tap house, or do you serve Coors light?
