At DTAS were supposed to burn at 120% (based on 40 hr week) to account for vacation and paid time off. "Over burning" starts getting noticed when you're around +150% of utilization. The shitty part is a team's burn rate is the median, not the mean.

We do. Our goal is 80% and start resourcing when the majority of a team gets around 120%
Allocation projections by week, and time sheets by project of course. 40 hours a week minimum, usually 50.
Yes. Goal is 100% utilized but 85% billable. Remaining 15% is vacation and training.
At Havas it was 100%. No excuses.
