I'm not sure it's an algorithm? I've always heard the flight attendants passing word along and up the jetbridge that the bins were full. At least in my crappy regional jet route
The problem is that AA makes this call prematurely. They make you gate check and then you get to your seat and there's empty space right overhead
The worst is when you are on a CRJ2 or something and they tell everyone to valet the bags but some people still insist on bringing their bag on board only to have to turn it around when it inevitably doesn't fit.
Well E1, the other side of that is that my bag fits on a CR7 but get hassled to valet it. No way, I've got a 25 minute connection that isn't compatible with valet gate check.

Agree with K1. In just about every flight I hear the front FA on a call with FA in middle and back of plane to ask when to cut bags, then they tell folks at the counter.
Flying each week I only noticed a consistent approach. When the flight is full they ask the folks in the last couple of zones if they "want" to check there bags free of charge. Those who don't slug their bags down the aisle and sit there and open up every bin on the way to there seats. At some point the FA in the back tells the FA in the front to stop allowing bags on the plane. Thank goodness for status and getting to board earlier
