The Administration issued a proclamation on June 22nd temporarily suspending the entry of foreign nationals who are outside of the United States on June 24th and who do not have a valid visa stamp on that day. The suspension is through December 31, 2020.
Specifically, these restrictions apply to individuals who:
• Were outside of the U.S. at the time the proclamation went into effect on June 24, 2020; AND
• Did not have a valid visa stamp in their passports on June 24, 2020; AND
• Wish to obtain an H-1B, L-1, or J-1 visas (or their dependents), and/or seek entry into the U.S. before December 31, 2020.
The restrictions do not apply to:
• Visa holders in any categories not listed above;
• H-1B, L-1, J-1 & H-2B visa holders, and their dependents (H-4, L-2, J-2) who do currently have valid corresponding visa stamps;
• Anyone in the U.S. as of June 24th; and
• Applicants seeking an extension, amendment or change of status in the U.S.
If you are currently in the U.S. have international travel plans and questions regarding the validity of your visa stamp or the applicability of the proclamation to your situation, you should reach out to the respective external immigration law firm that corresponds with your business. Those contacts can be found under the Key Contacts tab on the Immigration Homepage.
If you are currently outside the U.S. and plan to return in H-1B, L-1, or J-1 status, or one of the impacted dependent statuses, and are unsure if the proclamation applies to you based on the above, please reach out to the respective external immigration law firm that corresponds with your business.
Finally, if you have any international travel plans, regardless of whether the proclamation applies to you, you should ensure to reach out to the respective external immigration law firm contact to understand if you may have impediments to your return. For example, many U.S. Consulates are currently not providing visa services, and it is unclear when predictable services will return. As such, if you do not have a valid visa stamp in your passport when you depart the U.S., you may have significant challenges to when you will be able to return.
As always, it is your responsibility to ensure you provide the law firm with your most updated documents, including visa stamps, biographical pages of your passport, and our most recent I-94 card.

Still not clear. If I don’t have a valid visa stamp, can I still travel and re-enter once the consulate opens.
I was thinking the same. Consulate might open up before 12/31? Also, can we re-enter with a travel/tourist visa?
