Do companies increase your base salary every year? (like 3-8% increase to adjust for inflation)

For background: this is the 2nd year at my current firm. I was informed that my base salary stays the same as last year. Business development team - Analyst. I didn’t have the promotion this year. VHCOL.

Recruiters, can you please give us freelancers the avg range for jr, mid level, and sr level day rates in your city?

Jr $500-700
Mid $700-$900
Sr $900-$1500

Got a call from the resource management team to relocate, which I rejected upfront as I was promised a role in the location I am posted. It has been over 2 weeks since I am in bench.
