Absolutely 100% yes. There must be something wrong with you if you got laid off would be the thinking
Yes, however, A) you can still say 'no' B) they will need you to respect your role once you're hired and C) most companies don't hire until they're desperate
I was laid off a few years ago. Got a 20% raise, a title increase, more vacation, and fewer hours. You don't lose ability to negotiate, but you need to explain why you're no longer at the firm. In many cases, a B4 or boutique wants competitor/B4 talent if they can get them. You need to be able to explain the layoff - up or out model that always removes x% of ppl, group didn't meet numbers, etc. Confidence goes a long way in getting through the process. And, frankly, it makes you reevaluate how dedicated you are to the hours, etc demanded of you when it is clear it isn't always needed.
It's generally very hard to get an offer in general when you are unemployed, purely from perception... regardless of the reason. Provided you have relationships to get interviews you'll still lose a ton of leverage. I'd recommend to at least say you are running your own shop / freelancing / 1099 with someone who can vouch for you to show continuity so you don't have to say you're unemployed
It's easier for you to walk away from a less than desirable offer of you already have a job. If you're out of a job and looking, you're under more stress and probably more likely to take whatever is offered rather than exactly what you'd want

Also, are you getting severance? If so, you are legally still an employee and you do not need to tell any other company you were let go
Not sure about severance .. just happened so I'm looking into it. Thanks for that tip D1.. also, in the case I'm not getting severance, do I have to tell other companies I was let go?
Depends how severance is structured. Can be a single payout but employment still terminated. If you're continuing to be employed, present yourself as currently employed

If you're at D, the severance is structured such that you're still an employee. Most companies verify employment when you accept an offer, so if you're not still an employee they will find out so it's best not to lie because that may be grounds to rescind an offer.
Most companies don't disclose why you left, so you can spin it and say that you left because of burnout, to travel the world, etc. M1 is right that confidence is huge - if you act like leaving was your decision, companies will believe you
