No only square footage that is inside and finished and has heating and air qualifies as square footage on an appraisal and for tax purposes. However a new deck could increase the value of your home. It just wouldn’t directly translate to SF.

As a buyer I’d rather you do nothing to the house and price it lower than try to put lipstick on a pig and sell me a lie.

Real estate agent here. Only enclosed, heated spaces should be counted in sqft. So no to the deck or garage but yes to finished basements.
My rule of thumb is if you can comfortably set up an office or watch a movie in there, I would include it. If it’s the size of a large walk in closet that isn’t finished, then no

If you're trying to maximize your home value focus on deferred maintenance and life/safety. Plumbing, electricity, roof, etc.
Also, a permitted deck will add "Uncovered" square footage. That doesn't mean it's going to add value to your home. Not all Buyer's/Appraisers will assign the same value you paid or assign to a deck. Unless you're going to use it and love it while you're in the home, or unless all of the comps in your neighborhood have decks and yours doesn't, I'd say think twice.
