Nice to have a fixer-upper because you can make decisions and changes to fit your style and budget
It’s better to have the price high?? Why is that? I was hoping to get it lower so I pay less in mortgage
If the house is unusually cheaper relative to the area, perhaps get an inspection done. If nothing major, get a good credit on closing, go buy it, and fix / upgrade yourself.

For every defect you see, there’s likely more that you don’t see. Was the townhouse used as a rental? Sounds like damage from tenants who just didn’t care.
Getting a townhouse below market value and fixing / replacing things along the way is a great strategy! I would suggest re-doing the floors before moving in if you can afford it as it’s easiest when there’s no furniture or stuff to move around. Same with paint if possible. Then you can fix up all the little things here and there over time once you’re moved in.
Just be prepared for anything else in the townhome to also fail. Toilet valves, shower valves, sink / bathtub not draining well, garbage disposal getting clogged, etc… lots of those things are relatively cheap if you have time and are willing to study at YouTube U. As long as you know that going in, you should be fine.
