Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? HR is scheduling the interviews without checking time with me. One interview was scheduled and then it was rescheduled to a different time at last minute. I wasn't available at that time so I mailed the HR for a different slot. They again scheduled it for a later date without checking the time with me.
