Am I correct in my understanding that:

Over a certain income ($76k as of 2021), a single person CANNOT make tax-free contributions to a traditional IRA if you have a workplace retirement plan?

In my example, I have a work 401k, and my adjusted gross income is over (or just about hovering) at the 76k limit. This means I can't make pre-tax contributions to a traditional IRA, so I should just go for a Roth?

Considering opening a 529 plan to fund my MBA in the future, is that possible?

Hello - I transferred offices this year between two states. I changed my address in workday in mid June and my work location was updated to my new state in August 1. I was withheld by both states for 3 pay periods (the six weeks) in between those days. So now my W-2 shows two state taxable wages that (when added) is higher than my total wages.
