Do you have flood insurance? That might cover this but flood ins deductibles are huge. Is this a new house? If it’s new maybe builder is responsible for not property sealing the basement. Are they putting the French drain inside the basement or outside around the perimeter of the house?
If you are in new construction I would get a couple estimates and breakdown showing if there is negligence. Then contact the builder, explain what’s happening, and see what is offered. If it doesn’t sound right tell them about the estimates and see if they really want the matter to go to court where it won’t just be to fix the basement but could include any loss or damage to personal property and whatever the judge deems fair.
Don’t have flood insurance so it isn’t covered. Yes it’s a new house and I was hoping to reach to the builder but I am not sure if I can held him responsible for not sealing the property well in case of excessive rain.

You could hire a building inspector to determine if the builder was negligent at all in the way the basement was waterproofed. Maybe the builder will agree to split the cost with you unless it’s clear that this was an unusually situation that they didn’t need to mitigate against. I assume the builder also did any land grading. Did they do landscaping also? Do any of the other new homeowners have the same issue? You could talk to the builder and ask them to help. If they say No, you probably need an expert to determine if the builder was neglect.
