First time using Dependent Care FSA. For those who do and pay their sitter in cash, is that considered an eligible expense?

What's a good place to live to access both downtown and Argonne national lab in Lemont? I live on the far north side of Chicago now, but my partner got a new job and it would be an hour each way by car to commute for him. I work downtown along the red line. Looking for somewhere affordable, not interested in night life or anything but groceries and transit need to be 10 minute walk or less and be safe.
