Unless OP is talking about shared/managed services consulting where you're helping create these / establishing KPIs for these services. That's usually under strategy and ops consulting

Managed services usually means a call center where you're completing customer complaint tickets
TAP/ BAP is for new college grads and either people are in National or FSO and a small percentage in specific groups like QAS. So Managed service and TAP/BAP may or may not be related. Managed service are these tools/services EY sells to clients for a monthly subscription. These tools are either internally developed with SDC centers and GDS folks(off shores) and some are also developed by partnering with other technology firms or basically modified version of a set product sold by that firm. The group is considered part of Global-IT services something. So, EY is not a technology firm and the products we’ll make aren’t the best in class. He has experience and hence should come in at a senior role and not Staff. Hope this helps.
TAP/BAP salary vary across the US, depends on location, mine was 75k when I started.
It is basically outsourcing higher order professional work. It’s a longer-term contract to one client, but at a lower margin since the work is steady.
Managed Services sit within the Central Growth Platform (CGP). Engagements usually overlap with FSO or National, depending on sector. Not sure at what level your friend is coming in, but if they are coming in as Staff or Senior (usually 0-4YOE), they’d be joining BAP or TAP and just aligning to CGP - Managed Services. If they have more experience, they’d apply directly to Managed Services. Comp varies based on speciality and skills.
In terms of work, it’s either performing the function on behalf of the client or setting up operations for the global delivery centers to do that work. The latter involves calls at odd times, due to the time difference with Asia but also some pretty interesting strategic work.
