Thanks @KMPG, I'll start there. I appreciate your condolences. He works in a labor intensive factory and I wish he could just retire already! I feel so guilty with this type of job when my immigrant parents can only find jobs like that.
Op I'm sorry for the situation and I'm not a lawyer but I don't think that case will end up being worth the hassle. I have a friend who was stitched up after her C section with an active bleed, went into a comma, almost lost her life, and the hospital admitted to malpractice and even she is battling out her case. I've seen some really horrible things: I had an ER nurse "forget" to hang post op pain meds on me. My mom had her IV fluids bag left dry for so long she was peeing blood. There's a reason they call it "practicing" medicine and a reason you always need a healthy advocate with you.
Continued: My dad didn't ask for the doctor to treat him, only to look at the problem area. Doctor poked around without permission (without sanitary tools) and now the area is constantly bloody with pus coming out.
Get a lawyer
Agree with D1, lawyer will be crucial. My friends mom had severe nerve damage in her arm after a minor procedure and has successfully sued but it took ~5 years. Perhaps there's a loophole to have the firm's group legal plan cover your dads issue if you are granted power of attorney
also, health insurance fraud for the elderly is huge. Starting there to force the doctor to release Medicare claim $ amount under FOIA could show if this guy is a crook.
Lastly, sorry about your Dad. I hope it gets better soon. I know it's not easy taking care of parents. Thoughts are with you
Sorry to hear that but getting an examination from a doctor requires touching and if your calling calling treatment poking around then you'll need to be more specific.

@D2 **Warning - may be TMI ahead**
My dad went through chemo and beat rectum cancer a few years ago. A mole has been developing near his anus, which hurts when he uses the restroom. He wasn't sure if this mole indicates a return of his cancer, so he went to a general physician to SEE if he should remove it or refer him to another doctor. (Note his normal doctor was recently removed from his insurance network so this is his first visit). The doctor ruptured the mole and according to my dad, he quickly bled a fistful into the doctor's hand. The doctor quickly grabbed whatever crap was around him to soak up the bleeding. It's been two months and the doctor's office refuses to call us back with his blood test results and recommendation for another doctor because this one clearly cannot treat it. I've called 2-3 times every week to ask for a follow up (I'm on a travel project - I can only call) and every time they promised they will call back. My dad is in so much pain, I asked around my nurse friends and they advised which type of doctor to seek. So I've got him an appointment but we are both so angry and frustrated with this situation. Sites on Google say you need a strong case and hard evidence to sue, but my dad did not take pictures of the mole before the original appointment. Fishbowl is my last resort for advise.
I think you do have something worth talking up to a lawyer, especially after his ignoring of your calls
OP that sounds miserable. What you need to do is go to another doctor (preferably his oncologist) and ask if what happened is the way it should have been treated. Meaning if it ruptured during palpating it and they say these things happen verse they poked it with a needle and they say why would they do that. Ask that doctor to document that in the chart and for you. Then take that information to a lawyer in addition to what you stated about lack of communication post incident. Also document those calls. Good luck! This is just another classic Doctor failure to communicate an error that leads to a lawsuit... So many studies out there and I'm sure you would agree, that if they had discussed what happened and offered solutions you would not be thinking lawsuit.
