Is your SO in a protected class? If yes, then perhaps that’s why they are pushing him to sign the severance package waiving the right to sue. If this is the case you may want to consult with an employment attorney.
I think it is standard at a lot of companies, we require it by a certain date in exchange for severance.

Hard to tell by just a job title. For example most banks everyone is a senior vice president; doesn’t mean they are in leadership roles. But depending on how senior the role as well as how long they were employed at the company would both factor into what most would consider reasonable for severance.
TA1, there are no laws requiring severance.

I was let go 10 days ago and have been trying the same with my firm but they haven’t budged. (HR has just berated me and gaslit me and shoved lies down my throat for hours almost every day since but won’t give an extra penny)
Ask them to move the effective date to buy more time. That would also retain insurance benefits. They hold the line on severance but I have successfully negotiated for more notice before it’s effective.
Just went through something similar, offered very minimal severance, casually dropped that I reviewed their document with legal counsel, and based on the circumstances of my termination (everyone knows my supervisor had serious shortcomings) and the current job market, I requested full pay and benefits through the end of the year (4.5 months). They said ok. I was surprised but so pleased that I advocated for myself. I had been there 4 years.

i hired an attorney and got more severance. in exchange, i had to sign a NDA and was placed on the no-hire list.
NDAs as terms of severance agreements are no longer allowed - and past ndas are not enforceable - US labor dept.

I got severance from Best Buy a few years back when they got rid of 700 satellite stores and they paid me the equivalent of 2.5 months part time salary for being there for a year and a half. 4 weeks seems a little low in that regard to me but really depends on if there is even room to negotiate. I’d say try to negotiate and see where it gets your SO
It depends partly on where you live. I live in an at-will employment state so wrongful termination is extremely difficult to prove & wouldn't matter unless harassment is proven without a reasonable doubt. Severance packages are a courtesy to accept or leave with nothing. My SO attempted to fight severance due to wrongful termination and got nothing after 20 years.
The area you live in may be different but tread with caution.

I don’t understand the reason why the severance has to be tied to an NDA.
Isn’t it two separate things?
They use it as leverage to get you to go away quietly. They don’t want you to talk about your experience there and they don’t want anyone to know you got them to pay out or how much. And usually they get you to sign when you are reeling from being laid off and just want to get the $. Now they can’t do that, a huge win for employees.
Don't sign anything that prohibits your job prospects or industries. It's not worth the money!
I was laid off from my job of 5+ years in June. I was only offered 3 weeks of severance and I felt it was a little low in my opinion. The company laid off both clinical and nonclinical employees. I asked HR for my severance due to the fact as health care professionals, it often takes longer to find a job and onboard/credentials process/etc-but they denied me! Said they understand the difference but wouldn't offer anything additional per their policy. It sucks. It's worth a try! The least they can say is no.
