I think it really depends on the department/role. Some roles are still hard to find enough qualified people to fill positions for.

The talent market is quite empty currently, I think people choosing to stay put as we head to tougher times. So I’d say for firms trying to recruit it’s quite hard to find good people and that means it’s still sort-of a candidate market. The challenge / result being offers to people switching end up a noticeable amount above people internally at the same level, so maintaining fairness becomes pretty tough. The next round of pay reviews is going to be tough, and is highly likely to lock in and prolong inflation. That raise is going to tell you all you need to know about how valued you are or not.
