If you are a customer success manager in Europe. You have a very good salary. My guess, I'm understanding that it's a North American company? Companies in Europe don't pay that much. Can I ask what's the company? Plus, the workload is light. I'd definetly keep that job because as a new parent - you know your role and can manage easily. With a new job comes new responsibilities (so id take that in consideration) I understand you might not be happy at the moment, but I think you should look at the bigger picture (for the time being) if you have other things that might require your time.

It's nice that your workload is light since you are a new parent, but I can understand how not getting a promotion after 3.5 years could be discouraging. Is this something you could talk to them about before you decide whether or not to look elsewhere? Maybe they are waiting for you to take initiative and express interest since they know you've got a lot on your plate.
Where in Europe are you? That seems low to me, in UK should be 100k mark with your typical larger software companies
I live in Paris :(
Europe is a big place, so keep in mind that any salaries you get in here could be for places/companies very different than yours. That being said, 68k does seem low for the role and you can likely ask for more from these other jobs if you get that far. I don't blame you for seeking higher compensation with a family to take care of, personally.
