wait for visa and resign as per your notice period. the day visa is processed and everything confirmed, resign that day only, otherwise 2 months before 6sept take a decision

@OP has not given enough information to take into account the possibility of the Visa clearance or even if it is worth the Move.
You should wait for visa and if it is delayed then prep yourself to compensate for early release according to policies. If you are on good terms with manager then negotiate. If master's is what you really want to do and your manager is convinced then it's quite possible that you will get the support you need.
Another option is to take the risk and resign before visa processing, but that's not recommended.
Defer your masters by a year. Is there any guarantee you will get visa slot + visa?
Also market seems gloomy... Better to wait for a year imo

US is worse than Canada. but Canada is still Expensive than Europe.
try for Germany. more money, more benefits, less trouble and expenses. Degrees have better recognition too.
