From my POV, I would go for IBM. It is pretty straightforward. There is substantial difference in compensation between the two. Once you've gained 2-3 yrs of experience, this difference could prove to be useful while looking for other jobs. That being said, you mentioned that you are being hired as an Intern. Did you ask Deloitte if your compensation will chance if you are given a full time offer?
Whats your Role? What kind of domain are you getting into . If the domain is same go for the one who is paying more.
Your work will be similar is both. Hence join ibm. After two years, you can switch. Atleast you get better pay to start with. Even if you get 20% hike in Deloitte, on 2.5 base, you will reach 3L. Assume IBM gives you 10% raise, you get closer to 5L. Additionally, you can join Deloitte itself as a consultant after two years

If for a year, why do these companies pay so less?
And that too, for an experienced candidate?
No. I believe it is for a year and certainly not for a month. Check the designations. It is entry level.
