I think job offer/transfer, education in Canada or PNP program are the options you have as EE cut off will not come down anytime soon.
Unfortunately Job/transfer are quite difficult to get, education is expensive and PNP has 50% certainty at best.
I only know about the express entry federal skilled program so can’t give advice on other programs but keep in mind it’s taking 1.5 years or more these days to get PR , especially if you aren’t already In Canada
Agree with Mck 1, EE is taking so much time these days. FSW- outside Canada people: I know some are waiting for at least a year to get PR.
Do consider this while planning next steps
1) Intra-company will be the easier way, and you can go EE CEC work stream after one year
2) Improve your score by maxing out the IELTS scores and go through EE FSW, though it may take up to a year to get the PR
3) try to find a job that can sponsor you in Canada, the chance is low, but it is possible in your field Of computer science
4) Get another degree, maybe master in Canada
Thanks a lot for explaining. #1 seems like best option given the FSW processing time is at least 6 months if I don't want to be unemployed. For #3 would it be a PR Visa or are you saying get a job offer to help with CRS bump in the FSW track?
Best options if you cant get company transfer to Canada will be FSW - Canadian Experience Class or PNP (600 points to bump your score)
Newfoundland has a PNP tech program (less competitive to Ontario & other provinces tech programs) where you are given PR if you study computer science without work experience. Your experience is another bonus.
You can go to school for networking so yoy connect with potential employers to get job
Do note that immigration is only focusing on those applying for PR inside Canada. So will take a while to get PR
